Job Summary
Apache Corporation is seeking a highly experienced and effective Decommissioning Compliance Manager to lead and integrate all aspects of decommissioning compliance and regulatory engagement across our North Sea portfolio. This critical role will oversee the safe, environmentally compliant, and efficient planning and governance of all decommissioning program development and implementation. Key to the role is the ability to engage effectively across industry and lead our compliance portfolio at a senior level with all stakeholders and create portfolio synergies as we develop these workstreams together with our strategic supply chain partners and regulators.
Approvals
The successful candidate will form part of a small Apache portfolio, commercial and contract leadership team and work closely with regulatory bodies, including OPRED, NSTA, Health and Safety Executive, etc., third parties and joint venture partners. They will develop the decommissioning compliance work program, creating an industry-leading approach to structuring and consolidating successful decommissioning consents within the regulatory framework.
Key Accountabilities
Accountable for timely, fit-for-purpose decommissioning program development, EIA, safety case, WONS, PWA and the set-up and governance of full portfolio wide PLANC system. This includes ensuring all PLANC items are fully approved ahead of operations.
Key Responsibilities
- Operational Leadership: Credibility and experience to work with Apache’s talented offshore teams, to plan, integrate and successfully execute simultaneous topsides and wells decommissioning across multiple large complex assets
- Program Leadership: Develop, lead, and manage topsides decommissioning programs including EDC, preparations for removal and EPRD operations
Regulatory Compliance: Ensure all activities comply with regulations - Planning & Execution: Drive optimised portfolio planning, engineering, cost estimation, risk assessment, and scheduling for subsea decommissioning scopes
- Contract Management: Create highly effective relationships and team performance together with our topsides contractors and EPRD suppliers
- Performance Tracking: Implement KPIs and regular reporting mechanisms to track progress, safety, and cost performance
- Interface Management: Coordinate with subsea /well P&A teams to ensure integrated end-to-end decommissioning execution
- Budget & Cost Control: Develop and manage multi-year budgets and cost forecasts for topsides decommissioning projects
- Risk Management: Lead risk identification and mitigation planning across all project phases
- Stakeholder Engagement: Interface with JV partners, regulatory bodies, and stakeholders through the development of our decommissioning programmes

- Contribute to the prevention of Major Accidents by complying with commitments made in Apache Corporate Major Accident Prevention Policy
- Visible commitment to management of Process Safety by delivering against PSM Framework expectations relevant to role
- Comply with Apache EH&S Standards, management system requirements and applicable regulations
Emergency Response
- Perform the role of Duty Manager within Apache’s Incident Management Team
- Provide support to the Apache Business Support Team, BST, in a role related to your current role
- Act as a single point of contact between Apache and the family of any employee who has suffered a serious injury or a bereavement whilst working for Apache
Qualifications & Experience
The successful candidate will have the following qualifications and experience:
- Bachelor’s Degree in Engineering. Master’s degree preferred. Chartered status is advantageous
- Offshore oil and gas experience, with demonstrable experience in major decommissioning programs
- Proven experience of successfully leading large-scale decommissioning projects in the North Sea or similar mature offshore basins
- Demonstrated leadership in managing multi-disciplinary teams and strategic contractors
- Strong commercial acumen and experience with high value major topsides facilities, operations and EPRD contracts
- Excellent teamwork, communication and negotiation skills
- Familiarity with decommissioning cost modelling tools and environmental impact assessments
- Experience in late-life asset management, well, P&A and topsides removal and recycling
