Specific Responsibilities
Job Summary
The Senior Regulatory Liaison-Decommissioning will lead and integrate all aspects of decommissioning compliance and regulatory engagement across our North Sea portfolio, overseeing safe, environmentally compliant, and efficient planning and governance of all decommissioning program development and implementation.
Key Responsibilities
- Accountable for health, safety, environmental and quality compliance across the decommissioning portfolio
- Interfaces closely with internal stakeholders to lead and expedite the PLANC process from the initiation of the decommissioning phase through the close-out for each asset
- Contract Management: Create highly effective relationships and team performance together with our compliance suppliers and strategic contractors
- Accountable for planning, preparing, submitting and close out of DPs, including engagement with partners, submission of public notices, etc
- Responsible the generation of supporting documents for the DP such as comparative assessment and EIA
- Point of contact for relevant authorities delivering all documentation required for interactions with Regulatory Bodies and Partners related to decommissioning activities
- Coordinate with internal stakeholders to ensure clear understanding and compliance with consents
- Develop strong relationships within Regulatory Bodies to deliver all PLANCs in timely and efficient manner
- Ensures PLANC are fit for purpose in the context of decommissioning, challenging non-value adding scopes and preconceptions in a responsible and innovative manner
- Chair internal and external compliance development and workflow monitoring meetings.
- Maintains up to date knowledge of regulatory aspects and industry initiatives. Interacts with other operators, trade bodies and regulatory bodies in support of a more efficient decommissioning process
- Contributes to project framing, determines best means of satisfying requirements of project objectives
- Leads stakeholder engagement from decommissioning ensuring the correct level of knowledge is shared and understood by relevant bodies
- Leads regular engagement sessions with regulators ensuring plans are understood and clearly set out
- Identifies and manages project risks (threats and opportunities) related to decommissioning regulatory compliance, planning, and implementation
- Responsible for ensuring concise highly effective communication and reporting processes are in place for compliance workstreams
- Provides oversight on third party activities including input into assurance and auditing activities
- Ensures decommissioning compliance requirements are included and maintained in project schedules enabling milestone events
- Developing and agreeing relevant budgets, controlling forecast and actual costs
- Implement Management of Change to change the scope of projects, updating configuration documents as required
- Perform appropriate checks and assurance to ensure compliance (Both onshore & offshore)
- Support the delivery of Pipeline Works Authorisation variations (decommissioning forum)
- Manages and advises on requirements for pre-work requests as required in line with DP
- Lead IVB engagement ensuring compliance with verification schedules
- Contribute to the Identification of relevant surveys to support decommissioning projects in conjunction with the site survey project manager or others (e.g. Environmental baseline surveys and pipeline burial surveys in support of comparative assessments and environmental appraisals)
- Manage the requirement for decommissioning update and closeout reports and associated studies
Qualifications & Experience
The successful candidate will have the following qualifications and experience:
• Bachelor’s Degree in relevant discipline; Master’s degree is preferred, Chartered status is advantageous
• Offshore oil and gas experience, with demonstrable knowledge in major decommissioning project compliance
• Excellent communicator and influencer, able to present complex issues in a clear and concise manner. Excellence in written English with experience in delivering complex documents
• Advanced stakeholder management experience, with a proven track record of successfully navigating complex applications
• Experienced in chairing and facilitation of workshops
• Expert understanding of regulatory environment in the UK with an effective network across the regulators
• Major decommissioning programme authoring and review cycle experience
• In-depth understanding of environmental regulations
• Extensive experience successfully dealing with regulators working for an operator
• Knowledge of the legal requirements required to complete a Decommissioning Program and key 3rd party and commercial interfaces which are key to compliance deliverables
